Pre-construction – new building work
Installing a termite management system at the time of construction is essential to help prevent concealed termite entry into a new building.
In Queensland, it is mandatory that a licensed & accredited installer install appropriate termite protection before final certification can be issued in accordance with Australian Standard 3660.1 and the manufacturer’s application manual. The system selected must be rated for the life of the structure, meaning it is designed to protect for up to 50 years.

When it comes to protecting your biggest asset, everything must be done properly and in full compliance with regulations. As a fully licensed and insured company, we strictly follow all manufacturer installation instructions and compliance processes – every time.
That said, it’s important to understand that a pre-construction termite install has limitations. In most cases, it is designed to meet the minimum requirement of protecting against concealed termite entry, not to eliminate termite risk entirely.
Ongoing annual termite inspection will be a part of it.
Paperwork and requirements for Pre-con
Licences & accreditations required
Pre-construction termite management requires additional licensing beyond post-construction (existing homes). Installers must hold the correct qualifications to legally and correctly carry out this work.
A compliant installer must have:

Queensland Building and Construction Commission (QBCC) licence with both
Termite Management – Chemical and Termite Management – Physical -
A Timber Pest Management licence issued by Queensland Health

Completion of Unit of Competency 42 – Install Physical Termite Management Systems

Formal accreditation from the manufacturer of the specific system or product being installed
Without all of the above, the installation may not meet compliance requirements or provide valid long-term protection.
Paperwork required
For a compliant pre-construction termite management system, the following documentation must be provided:

Installation of the termite management system in accordance with the manufacturer’s instructions by a licensed and accredited installer

Form 43, issued to the building certifier, detailing the scope of work and products used

Evidence of a valid Timber Pest Management licence issued by Queensland Health

A Certificate of Installation (COI) compliant with AS 3660.1 – Termite Management, Part 1: New Building Work

A Durable Treatment Label, typically affixed inside the electrical meter box
These documents are essential for certification, compliance, and future warranty or insurance requirements.
Important information – Visual inspection zone
In most cases, builders will only ensure that the concrete slab and service penetrations meet the minimum certification requirements to prevent concealed termite entry.
Builders are also legally required to provide homeowners with a Form 43, confirming that an appropriate visual inspection zone (75mm) has been incorporated around the slab or footing edge. This inspection zone is critical, as it allows regular visual checks along the external perimeter to detect termite activity early.
In our experience, this inspection zone is rarely achieved in practice – and even more rarely explained to the homeowner.
